When Applying for IEC Online – Is DSC Mandatory?

The short answer is: No, a digital signature is not mandatory in all cases for IEC Registration. However, its requirement depends on the type of applicant, method of authentication, and how the application is being submitted on the DGFT portal.

Here’s a breakdown of scenarios:

When Digital Signature Is Not Mandatory:

  1. Aadhaar-Based e-Authentication (for Individuals or Proprietors):If the applicant is an individual or sole proprietor and their Aadhaar is linked to their mobile number, they can authenticate the application using an OTP received via the Aadhaar e-sign option. In such cases, a digital signature is not required.

  2. OTP Verification Through PAN-Linked Mobile or Email:DGFT allows authentication via PAN-based OTP as well in some cases, depending on updates to the portal. This again eliminates the need for a DSC, especially when Aadhaar OTP is working smoothly.

This Aadhaar-based verification method has simplified the process for individual applicants, Amazon sellers, small drop shippers, freelancers, or consultants applying for IEC Registration without needing to purchase a digital signature.

When Digital Signature Is Mandatory:

  1. If Aadhaar OTP Fails or Is Not Linked:In cases where Aadhaar OTP authentication fails or the mobile number is not linked to Aadhaar, the applicant will have no option but to use a DSC to sign the application. This is often the case for non-resident applicants or those with outdated Aadhaar details.

  2. For Companies, LLPs, and Partnership Firms:For non-individual entities like Private Limited Companies, Public Limited Companies, LLPs, or Registered Partnerships, the digital signature is usually mandatory. Since these entities cannot authenticate using individual Aadhaar, the DGFT portal requires the authorized signatory to use a DSC for submitting and signing the IEC Registration application.

  3. Amendment or Update of IEC (Post-Issuance):If you're modifying your IEC after it has already been issued (for example, to change your address, business name, or email ID), and Aadhaar authentication is not working, a DSC may again become necessary.

  4. Filing with Digital Certificates as a Default Practice:Some businesses or legal consultants prefer using DSC for all government filings, including DGFT, for better security and traceability. Even if not mandatory, they may choose to use it voluntarily.

Cost of Getting a Digital Signature Certificate

If you do need a DSC, here’s a quick look at the usual cost involved:

  • Class 3 DSC (with USB token): ₹1,000 to ₹2,500 depending on the provider

  • Validity: Usually 1 to 2 years

  • Issuing Authorities: eMudhra, Sify, Capricorn, NSDL, etc.

You can purchase a DSC either online through licensed certifying authorities or through service professionals who assist with IEC Registration.

How to Use DSC on DGFT Portal

Using a DSC on the DGFT portal requires a few basic steps:

  • Ensure Java is installed and updated on your system

  • Install the DSC driver (provided with the USB token)

  • Register the DSC on the DGFT portal under “Digital Signature Management”

  • Attach it during the application filing process

Once the DSC is registered, it can also be used for future actions like updating IEC details, filing export obligation documents, or applying for licenses under other DGFT schemes.
